I disable it, but now regret it since I can't access Microsoft office anymore, is there any way that I can restore them?

First create a new text document file and type in

    sc stop ClickToRunSvc

    sc stop osppsvc

the other service- osppsvc also comes from Microsoft Office

Save the file with any name but with a .bat extension, for example as “stopservice.bat”. Save it in any location but make sure you don’t delete or move it at some point in the future.

Then go to Task Scheduler and create a task. In the General tab name the task and select "Whether the user is logged on or not". Tick "Do not store passwords". In the Triggers tab select 'Begin the task on an event', select Basic. From the Log drop down menu select Application and in the Event ID type in 1003. Then tick the Delay task box and select a delay of 1 minute for example.

Then, in the Action tab select New, and browse for the stopservice.bat file you saved earlier.

    Save

This method works in Windows 7 with Microsoft Office 2019

If you delete the service in win10 . Go to the "apps and features "by clicking the right click on "start" then select "Microsoft office" and press "modify" . Then click "repair" .

if the issue is having 100% disk usage most of the time… Replace the hard drive with SSD drive. It will solve the problem.

If you disable this service MSO 2016 wont' start. You can do this via services.msc – to improve boot speed, you can switch it to manual or delayed start. You don't have to repair, starting the service will do.
